The EEP Solution
The Early Education Partnership is developing a high quality early care and education facility to meet the ever-increasing need for services for families who are working, attending college or in training. This facility combines the best in community access, family-friendly hours and fees, and quality early care and education.
Community Access
This facility will be located in the Cheyenne Business Parkway on 4.8 acres donated by Cheyenne LEADS. The junction of I-80 and College Drive offers easy access to all of Laramie County’s families, and is convenient for business tenants in the Business Parkway, students and staff at nearby Laramie County Community College, and commuters.
Family-Friendly Hours & Fees
With a family-friendly, hourly fee schedule, this facility will be available and affordable for Laramie County’s working families. Forty percent of the facility’s openings will be available for families who need part-time care, whether in the daytime, evenings or weekends. By meeting these market needs, sustainability will be assured.

50% of the children who need early care and education do not have access to high quality affordable early childhood services.

EEP will build a new state-of-the-art facility that will enable educated and qualified staff to:
- Provide access to services at both traditional and non-traditional times
- Provide affordable services through an hourly tuition and fee schedule

Through sound planning, this facility will be self-sustaining, and will be a prototype for Cheyenne, Laramie County and other communities in Wyoming. Cost of the project is projected to be $4,600,000.

Sixty percent of Cheyenne employees surveyed by the Early Education Partnership in 2002 reported major concerns about the accessibility, quality, and safety of early care and education services for their children.
- 69 percent needed child care during the preceding 12 months.
- 63 percent were concerned about the reliability of their caregivers.
- 62 percent were concerned about the quality of their child-care environment.
- 55 percent said they could not find care for the hours they needed.
Affordability and Availability
